It's a bad question: there is no written down 'Bush Doctrine' It's defined multiple ways by multiple people (try googling it...).
IE: "...How would a real foreign policy sophisticate have replied to Gibson’s question?
Well, Anne-Marie Slaughter is the dean of the Woodrow Wilson School at Princeton. She was interviewed by Alan Johnson, for a book titled: "Global Politics After 9/11: The Democratiya Interviews."
Here's how the exchange begins:
Johnson: What are the central differences, and what are the elements of continuity, if any exist, between 'the Bush doctrine' and the 'grand strategy of forging a world of liberty under law'?
Slaughter: Tell me what you mean by 'The Bush Doctrine'.
In other words, Dean Slaughter gave the same answer as did Palin..."
A better interviewer would have stated their view on the 'Bush Doctrine' instead of forcing the interviewee to guess.
There are a lot of other things to pick apart about the interview...why bother with the ones that anyone with google can disprove?

The difference is, Anne-Marie Slaughter asked what was meant by the Bush Doctrine not because she doesn't know what it means, but because she knows everything that it might mean. To a self-selected wonky audience, such as those who'd buy this book, the question is too general.
But to a mass audience, the Bush Doctrine means preemption. I'm just some guy, and I know that. But Palin didn't.
As the resident conservative punching bag on a few blogs, I didn't know there was a Bush doctrine. Probably because there isn't one.
Sarah Palin isn't the "mass audience", she is more informed than them and actually knows that a "doctrine" is an explicitly stated policy. She also seems to know a gotcha question when she hears one.
